President Bush affirmed his belief that the security, stability, and prosperity of Estonia should be rooted in a European home. ''We look forward to continuing our cooperation with you in support of Estonia's aspirations for membership in all Euro-Atlantic Institutions. Together our Transatlantic partnership will ensure Estonia's place in the European Family of Nations,'' President Bush wrote in his letter of congratulations.
