President Lennart Meri signed the resolution in Kadriorg today to proclaim the ''Animal Protection Act'' and the ''Act Amending the Code of Administrative Offences'', passed in the Riigikogu on December 13, as well as the ''Traffic Act'', passed in the Riigikogu on December 14, and the ''Vocation Act'', passed in the Riigikogu on December 19. The President also proclaimed the ''Act Amending the Payment of State Benefits to Crime Victims Act'', the ''Act Amending the Code of Criminal Procedure and the Surveillance Act'', the ''Social Benefits to the Disabled Persons Act Amendment Act'', the ''State Fees Act Amendment Act'' and the ''State Budget for the Year 2001 Act'', passed in the Riigikogu on December 20.
