President of the Republic proclaimed laws

President Lennart Meri proclaimed the ''Public Service Act Amendment Act'', passed in the Riigikogu on December 20, 2000, in Kadriorg today. President Meri emphasised that the amendments made to the Act must improve the efficiency and quality of the work of public servants in practice. ''The quality of the functioning of the state depends on the quality of the work of public servants. The Republic of Estonia needs professional, experienced and motivated officials. The creation of a motivation system for public servants is a precondition for the existence of this kind of officials. The state can offer opportunities of progress to an active individual throughout his life. And the state must be able to make use of this advantage. The state can only do this when the stability of the public servant’s work, and maximum independence of the changes in political leadership has been guaranteed. The amendments of the Act must not become a means for politicising the office of public servants,'' the President said.

The President also signed the ''Security Institutions Act'', the ''Act Amending Section 60 of the Government of the Republic Act'', and the ''Water Act Amendment Act'', passed in the Riigikogu on December 20, 2000.
