President of the Republic met the Board of the Chamber of Commerce and Industry
28.11.2000

President Lennart Meri today met the members of the Board of the Chamber of Commerce and Industry and offered them lunch at Kadriorg.

The enlargement of the European Union as well as the related expenses both on state and enterprise level were the main subject of discussion. It was admitted by all that we can not lower our speed of preparations, as this is a precondition for Estonia to be able to accede to the European Union among the first. Yet it was also stated that when adopting the EU legislation, we should proceed from the content of legal acts, and that the Estonian public servants should not make literal translations of legal texts and then apply without discretion.

Also the ability of a country of the size of Estonia to guarantee adequate administrative capability was discussed, and it was admitted that in the course of administrative reform, it is not the remaining number of local government units that matters, but the actual distribution of functions on different power levels.
