By invitation of the President of the Republic, the National Defence Council assembled on Wednesday, October 18, in order to discuss the final report of the work group of headquarters reform that had been created by the National Defence Council.

The President of the Republic thanked Minister of Defence Jüri Luik, who was the head of the work group, the members of the work group and the experts of the Ministries of Defence and Internal Affairs and the Chief Headquarters of the Armed Forces for their work.

Minister of Defence Jüri Luik delivered a speech on the given subject. The National Defence Council heard the final report of the work group formed for planning the headquarters reform and approved it.

The National Defence Council suggested to the President of the Republic and the Government of the Republic to conduct the headquarters reform on the basis of the final report of the work group and to command the minister of defence and the commander of the armed forces to prepare, within one month, the plan for implementation of the headquarters reform which shall set forth the deadlines for the stages of the reform.

The National Defence Council also suggested to the President of the Republic and the Government of the Republic to coomand the minister of defence and the commander of the armed forces to complete preparation of the project of the military defence strategy of Estonia proceeding from the final report of the work group of headquarters reform and to send it to the National Defence Council by November 20, 2000.

Prime Minister Mart Laar, Minister of Defence Jüri Luik, Chairman of the National Defence Commission of Riigikogu Tiit Tammsaar and Commander of the Armed Forces Rear Admiral Tarmo Kõuts participated in session of the National defence Council. Minister of Internal Affairs Tarmo Loodus sent his standpoint to the National Defence Council in writing.
