President Lennart Meri today sent a letter to Toomas Savi, the Chairman of the Riigikogu, proposing to appoint Rear Admiral Tarmo Kõuts the Commander of the Defence Forces in accordance with Clause 11, Section 78 of the Constitution of the Republic of Estonia, and Clause 1, Subsection 1 of Section 11 of the Peacetime National Defence Act.
