President of the Republic sent a greeting to the united rural municipality councils
10.11.1999

President Lennart Meri yesterday evening sent letters to the rural municipality councils of Antsla, Kaarma, Karksi, Lihula, Otepää and Vihula, and greeted them on the occasion of the union of the rural municipalities. The President wrote that it is obvious that the map is not being redesigned merely in order to have larger administrative units.

''There are certainly reasonable calculations behind your union, which indicate that the union will result in more efficient work arrangement and increased administrative capacity. You should break what at first seems a paradox: the power of the now united administrative units should be closer to every individual than it has been before. The paradox will be solved, if we understand it as the availability of rural municipality power to the
citizen – which directly depends on your work,'' the President wrote to the councils of the united rural municipalities.

The President reminded the members of the rural municipality councils that the development of a state could never be complete, and that ways and means were to be sought to make the mediocre good and the good even better, and wished them strength in their future work.
