President of the Republic proclaimed a law
21.06.1999

President Lennart Meri proclaimed today, on June 21, the ''State Budget Act'', passed in the Riigikogu on June 9, 1999. The above Act provides the procedures for drawing up, passing and implementing the state budget.

When proclaiming the law, the President emphasised that the procedures of state budget are one of the most important questions in developing the European state administration. Compared to the Act that the President had refused to proclaim on February 17, 1999, the new law, which has now been passed and proclaimed, has been amended and corrected, so that it can form a basis for the drawing up and processing of the next two state budgets.

As the President said, more extensive reforms are necessary in the state budget processing, in order to guarantee the purposeful nature and transparency of all the costs and the efficient functioning of all institutions. The need to reform the drawing up and implementation of the state budget has also been corroborated by international experts. The President hopes that the Government of the Republic would continue their work on improving the ''State Budget Act'' so that it would be in accordance with the European regulations.
