President Lennart Meri promulgated the Riigikogu Procedures Act Amendment Act, passed by the Riigikogu on January 12, 1999; and the Code of Administrative Offences and the and the Ship Flag Act and the Ship Registers Act Amendment Act; and the Act Amending the University Act and the Acts Related Thereto; and the Release of Genetically Modified Organisms to Environment Act, passed in the Riigikogu on January 13; and the Estonian Environment Foundation Act, passed in the Riigikogu on January 14; and the Republic of Estonia “Salary, Pension, and Other Social Guarantees of the Members of the Riigikogu” Amendment Act, passed in the Riigikogu on January 19, 1999; and the Environment Monitoring Act and the Riigi Teataja Act, passed in the Riigikogu on January 20, 1999.

On January 28, the President promulgated the Act Amending the Copyright Act, the Code of Administrative Offences, the Criminal Code, the Customer Protection Act, and Customs Act passed in the Riigikogu on January 21,1999; Research and Development Activities Organisation Act Amendment Act; and the Act Amending Sections 7 and 71 of the Excise Duty Amendment Act passed in the Riigikogu on January 25.
