In his letter to Rear Admiral Tarmo Kõuts, the Commander of the Defence Forces, the President of the Republic pointed at the lack of order in the Defence League on Victory Day in Pärnu, which had resulted in the failure to deliver the Flame of Victory to Hiiumaa this year.

The President of the Republic emphasised that the delivery of the Flame of Victory to each county has a symbolic meaning for all the people of Estonia, and that every county is waiting for their Flame of Victory to arrive, so that the midsummer night bonfires of the county could be lit.

The President of the Republic demands the Defence League to be capable of order, action, and responsibility on the entire territory of the Republic of Estonia.
