President Lennart Meri promulgated the Act Amending Sections 13, 15, 18, 19, 21, 23, 29 and 32 of the Citizenship Act and Supplementing the Citizenship Act with Section 14'; the Agreement between the Government of the Republic of Estonia, the Government of the Republic of Latvia and the Government of the Republic of Lithuania on the Establishment of the Baltic Air Surveillance Network Ratification Act; and the Act Amending Section 27 of the Credit Institutions Act, passed by the Riigikogu on December 8, 1998.

The President promulgated the Agreement between the Government of the Republic of Estonia and the Government of the People's Republic of China for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion and the Protocol thereto Ratification Act; the Republic of Estonia Health Insurance Act, the Republic of Estonia Employment Contracts Act, the Public Service Act and State Fees Act Amendment Act; the Punishment Register Act Amendment Act; and the Motor Vehicle Excise Duty Act Amendment Act, passed by the Riigikogu on December 9, 1998.

The President also promulgated Research and Development Activities Organisation Act Amendment Act, passed by the Riigikogu on December 10; and the Act Amending Section 66 of the Government of the Republic Act and Section 27 of the Personal Data Protection Act; and the Criminal Procedures Code Amendment Act, passed by the Riigikogu on December 15.
