Today, President Lennart Meri promulgated the Third Protocol of the General Agreement of Privileges and Immunities of the Council of Europe Ratification Act and the Sixth Protocol of the General Agreement of Privileges and Immunities of the Council of Europe Ratification Act passed in the Riigikogu on October 28, 1998, and also the State Culture Awards and Culture Grants Act and Section 19 of the Surveillance Act Amendment Act and the Chemical and Biological Physics Institute Act passed by the Riigikogu on October 29, 1998.
