On October 26, 1998, President Lennart Meri promulgated the Plant Protection Act and State Fees Act Amendment Act passed in Riigikogu on October 14, 1998, and the Ratification of Guarantee Contract Concluded between the Republic of Estonia and the European Investment Bank Ratification Act. The President also promulgated the Protocol Concluded between the Government of the Republic of Estonia, the Government of the Republic of Latvia and the Government of the Republic of Lithuania ''On the Staffs of the Baltic Battalion and the Status of the Personnel of the Baltic Battalion'' Ratification Act passed on October 14, 1998. The President is looking forward to signing the Ratification Letter.

The President also promulgated the Radiation Act Amendment Act passed on October 15, 1998, and the Use of Privatisation Proceeds Act Amendment Act passed on October 20, 1998.
