On Thursday, October 1, 1998, The Academic Council of the President of the Republic will convene at Kadriorg. The main presentation will be made by Oded Ben-Hur, the Ambassador of Israel to Estonia, who will speak of the integration of the non-native population into the society. The Ambassador's presentation will be followed by a discussion.

Next, Professor Olav Aarna will summarize the progress of ''Learning Estonia'', the document that the Council discussed last year, and elucidate how the positions set down in the document have been applied.

As the third issue on the agenda, there will be a discussion of the appeal by the Council members Jaan Einasto and Jaan Ross, presented, according to the authors, with the objective to draw attention to some problems in the Estonian population policy.
