1. The Academic Council of the President of the Republic joins scientists and cultural figures in order to formulate the strategic tasks facing the Republic of Estonia and seek for solutions separately from party politics.

2. The Council shall consist of Estonian scientists and cultural figures appointed by the President of the Republic. The President may exclude from the Council the Members who have not participated in the Council work for a considerable period of time.

3. The task of the Council is to compose, through exchange of opinions, the recommendations to the President of the Republic concerning the long-term strategic bearings of the Estonian economy, social sphere, culture, education, science, and national security. On the proposal of the Council and with the approval of the President the Council’s positions and proposals may be published in the media for wider discussion.
   On the Council meetings, the Council members only represent themselves, i.e. they only express their own personal opinions and ideas.
   The Council can not replace any other institution, council or other organisation in charge of analogous or similar tasks.

4. The Council convenes at least six times a year. Smaller working groups can be formed for the preparation of matters to be discussed and formulation of recommendations and positions. On the proposal of the Council and the approval of the President of the Republic, also non-members can participate in the Council's meetings.
   The Council’s recommendations and proposals shall be adopted on the principle of consensus.

5. The Office of the President of the Republic shall provide the technical assistance to the Council. The work of the Council members is not remunerated.

6. The Council’s work shall be terminated with the Resolution of the President of the Republic.
